Safety Monitoring of Reservoirs in Hebei and Yunnan
1、 Project Background
In the 1950s and 1970s, China completed the Great Leap Forward in water conservancy engineering construction, becoming the country with the largest number of reservoirs in the world. There are currently 93000 reservoirs, most of which were built during this period. However, due to the technological level and economic conditions at that time, the quality and construction level of many reservoirs were not very high, and most of them were small dams that had basically exceeded their service life. In the following decades of operation, due to a lack of necessary maintenance funds, more than half of the reservoirs were in danger, reaching over 40000. Since the record of dam breaches began in 1954, a total of 3515 dam breaches have occurred in China, with small reservoirs accounting for 98.8%. Moreover, most reservoir management personnel lack modern reservoir management knowledge, have insufficient technical skills, and are far from adapting to the operational and management needs of reservoir management in a market economy. The concept of reservoir safety management is outdated, lacks strategic research, lacks a complete set of technology and standards, lacks guidance for the management and safety of small and medium-sized reservoirs, and has not established a corresponding reservoir safety management system for the basin. The level of safety monitoring for small and medium-sized reservoirs is still relatively low.
Given the large number and remote location of these small reservoirs, the management personnel lack modern knowledge of reservoir management. If relying solely on regular personnel inspections, on the one hand, it requires a significant investment of manpower and funds, and on the other hand, the timeliness is low, making it difficult to effectively grasp the safety status of the reservoir. Therefore, there is a need for a system with remote automatic monitoring to assist in efficient work.
2、 System functions
In response to the needs of scientific management of water resources and drought relief decision-making, analyzing soil moisture and drought conditions, and strengthening soil moisture monitoring are important foundational work for the rational utilization of water resources, scientific management of water resources, and drought relief decision-making. Therefore, it is imperative to increase investment in drought and soil moisture monitoring systems.
Soil moisture is one of the main limiting factors for crop growth. The intensification and uncertainty of climate change, frequent occurrences of droughts, floods, and droughts, have a huge impact on agricultural production and pose increasing threats. Based on the results of soil moisture monitoring, understanding the soil moisture content, and taking timely measures such as agricultural irrigation or drainage according to the abundance or deficiency of moisture content, can effectively reduce the impact of droughts and floods on agricultural production. The monitoring and forecasting of soil moisture is of great significance.
